Commissioning is the process of planning, securing and monitoring services to meet people?s needs at a strategic level. This applies to all services whether provided by public, private or voluntary sectors. We are looking for someone with procurement experience and a strong track record in healthcare commissioning. The ideal candidate will be able to demonstrate a proven track record in a number of the following areas:- Strong relevant academic background or professional qualifications : degree qualified, MCIPS, PRINCE2, contract/commercial law, accountancy or MBA; Strong experience within procurement and track record in health commissioning projects - within public or private sector. Experience of commissioning/procuring complex healthcare services in areas such as acute services, community services, services in a GP setting or continuing care (e.g. learning disabilities, mental health, elderly frail, physical disability); Understanding public procurement tendering and contracting processes; Capturing requirements and developing service specifications; Consulting experience highly desirable
In addition, experience of any of the following would also be desirable:
?An appreciation of current health issues and the wider NHS reform agenda
?A basic understanding of the regulatory environment in the provision of Healthcare in the UK and various industry bodies (e.g. CSIP, CSCI)
?Understanding of the structure of healthcare supply markets, potential interrelationships between the public, and independent (private and voluntary) sectors
?Performance management of healthcare service delivery organisations (public or independent)
?Negotiating/developing/managing service level agreements
